City of Livermore, California
The City of Livermore (City) wants to become a progressive, forward-thinking city. Surrounded by wineries and home to the Lawrence Livermore and Sandia National Laboratories, the City attracts visitors from all over the world. In alignment with the expectations of its forward-thinking residents, the City embarked on developing a citywide asset management program. The program’s goal is to clearly document and communicate the state of infrastructure and the future needs. The asset management methodology, analytics, and recommendations were presented and reviewed by the City Council appointed advisory group, the Community Asset Management Program (CAMP) Committee.
The City’s asset management program covers the following asset management systems:
Faced with the challenge of developing their asset management program, the City partnered with Kayuga to help them identify, document, and communicate their infrastructure needs. For each management system, Kayuga inventoried assets and performed condition assessment to document immediate and future needs. Life cycle cost analysis was performed utilizing Kayuga’s IRIS for each asset of each management system. Levels of service were also established, and the budget required to meet the levels of service was calculated. Where the needs exceeded the budget, assets were prioritized by risk to ensure maximum benefit. From the results of the analyses, policy recommendations were developed for the City Council’s consideration. These policies aim to manage risk for the City and provide a sustainable solution to the City’s growing infrastructure problem.
