Irvine Ranch Water District, California
In recent years, Irvine Ranch Water District (IRWD) has been making many changes to its water, wastewater, and recycled water infrastructure. Investments are being made to increase water supply reliability and quality by increasing local treatment capabilities, improving efficiency and sustainability of renewable resources, and replacing aging assets. Concerned over its expanding asset portfolio and aging assets, IRWD is committed to enhancing its operation and maintenance management practices and efficiencies through asset management. IRWD contracted Kayuga to architect, develop, and implement the asset management program.
The program included the following key tasks:
With the systems and business processes in place, the focus shifted to the data and work prioritization. Limited resources require work orders to be prioritized to ensure maximum efficiency. Recently, IRWD has focused on applying the asset management concept of risk to provide a logical and defendable framework for prioritizing assets, work orders, and budget. IRWD is currently assigning criticality/consequence of failure scores to all assets in the asset register and using the criticality score to ensure work priority is used to maximize efficiency and minimize risk. Kayuga has been working with IRWD for over three years in development and implementation of IRWD’s asset management program.

The program included the following key tasks:
- Development of asset management strategy to focus on enhancing maintenance practices and establishing a sound information system to support asset management decisions
- Creation of Enterprise Asset Management (EAM) implementation roadmap to guide IRWD’s asset management program improvement efforts
- Establishment of an Asset Management Department to lead the development and implementation of the asset management program
- Inventory of assets and assessment of condition to establish an asset database foundation to support asset management decisions and gain understanding of the current condition of the assets
- Establishment of asset hierarchy to better support IRWD’s decision-making process and CMMS data structure
- Development of asset data standards to understand and capture the key attributes required to support asset management decisions
- Development and documentation of asset management business processes and practices to better align with the asset management strategy and efficiency
- Development of CMMS Request for Proposal (RFP)
- Assistance with CMMS implementer selection
- Assist with CMMS implementation
- Implementation of Kayuga’s IRIS asset management dashboard for forecasting long-range asset replacement and rehabilitation needs, risk profile, and budget scenarios.
- Development of risk methodologies to prioritize the work and budget under limited resources
